Due to the lack of convenient shuttle services and frequent buses in Taitung County, the Taitung County Government and the Alliance Cultural Foundation helped local taxi operators establish the "Taitung Taxi Service Group" to meet the needs of tourists and promote Taitung tourism.
In 2010, the Taxi Driver Training was launched and taught by Patrick Su, focusing on tourism service concepts, communication skills, etiquette, basic English and Japanese, and guiding essentials.
In 2011, Patrick Su and Associate Professor Hou Sheng-Zong from Feng Chia University offered guiding and service courses for taxi drivers. Hou introduced the "Taxi Cloud Dispatch System" to provide convenient taxi services for travelers. Drivers were also encouraged to learn computer skills and manage blogs, establishing personal brands and creating business opportunities.
Initially, the project faced challenges in 2012 due to drivers' unfamiliarity with computers and skepticism from taxi companies about the dispatch system. The Alliance Cultural Foundation adjusted the plan to support taxi operators by building a community, training in computer use, and enhancing service and guiding skills, ensuring travelers enjoy added-value services.
